About the Department

Public Works Director Daniel K. McGraw is responsible for water, sewer, building and grounds maintenance and inspections. The City owns and oversees the operation of its three water plants, the water distribution system, a 1.5 million gallon Wastewater Treatment Plant and a Sewer Collection System in accordance with rules and regulations set by the Environmental Protection Agency and the Texas Commision on Environmental Quality.

Wastewater Treatment Plant and Sewer Collection System

  • 1.5 Million Gallon Contact Stabilization Activated Sludge Plant.
  • Average Daily Flow 760,000 gallons.
  • 180 metric tons of sludge treated yearly and applied as a fertilizer to non-food crops (cotton) in Damon, Texas.
  • The treated effluent flows to Keegans Bayou thence to Brays Bayou, thence to the Houston Ship Channel/Buffalo Bayou Tidal in Segment No.1007 of the San-Jacinto River Basin and then to the Gulf of Mexico.
  • Maintains approximately 70,000 linear feet of sewer mains and 145 sewer manholes.

Water Plant and Water Distribution System

  • Three ground well water plants drilled 1,025 feet into the Gulf Coast Aquifer.
  • The water system pumps 350 million gallons/year.
  • The city’s water system is capable of pumping 6.5 million gallons/day.
  • Average 24hr/pumpage in the summer months, 1.3 million gallons.
  • Average 24hr/pumpage in the winter months, 750,000 gallons.
  • Generators at wells 1 and 3 allow for continuous pumping during power outages in the city.
  • Operates and maintains approximately 60,000 linear feet of water mains.
  • Operates and maintains 140 Fire Hydrants and over two hundred water valves.
  • The city’s water system is sampled monthly and tested for quality assurance (Coliform Organisms).

Grounds Maintenance

  • The Public Works crew mows, edges and weed– eats all the city’s lawns and islands including set backs in the commercial areas of the city. They trim trees, cultivate, mulch and fertilizes city owned property including recreation center/pool and parks.
  • Public Works department picks up trash, litter and other debris on city owned property daily.
  • Public Works Department operates and maintains the city’s irrigation system.
  • Public Works Department maintains city streets, street signs, sidewalks and pedestrian cross walks.
  • Public Works Department also performs various inspections including water line, sewer line, gas, concrete, building, foundation and new construction and enforces the state’s back flow prevention program for commercial water lines and commercial and residential irrigation systems.
  • The Public Works Department also enforces city ordinances.
